It was not expected, in view of the heavy demands likely to be made upon this Colony for fortifications, that there would be considerable balance to put aside, and indeed, as one deposit was made, it was with the idea that it might be swept away at any moment by a requisition from the military Authorities. The whole arrangement was therefore regarded as temporary.
